The Telegraph Tech Start-Up 100 list has been announced with the winners being announced on the 12th April.
So apparently the cut-off criterion for being deemed a "startup" was that the company was less than six years old or had had a pivot towards its current model that effectively made it less than six years old. This is probably why companies like 10 year old SkyScanner an 9 year old Secunia are included.
